Regulatory Working Group
Working Group Leaders: Dr. Éva Derzsényi (IVSZ) and Dr. Katalin Horváth (CMS CEE)
The purpose of the Regulatory Working Group is to support more transparent, competitive, and efficient IT public procurement through professional recommendations.
The decision to establish the working group was prompted by the fact that the current operation of IT public procurement has, in many respects, strayed from the principles of effective market competition and professional soundness. According to the IVSZ, the problem extends beyond the interests of the IT sector; modernizing the public procurement system is in the common interest of the entire economy and society. The working group therefore aims to initiate a professional dialogue that incorporates market experience, decision-makers’ perspectives, and international best practices.
With a view to simplification and quickly achievable results, the Public Procurement Working Group will discuss, among other things, priority topics such as:
- how to make the financial and accountability requirements for IT procurement more balanced,
- how to strengthen genuine competition and improve market access for smaller and domestic IT companies,
- IT procurement is often more specialized than the procurement of other goods and services, so we focus on addressing its technological specifics.
