COcyber project study on Hungary

The COcyber project study for Hungary has been completed. The European Union project, led by the IVSZ, aims to foster closer cooperation between the defense sector and industry in the field of cyber defense. The project was established because it has now become clear that, due to increasingly close digital connectivity, rapidly changing cyber threats and the vulnerability of supply chains, national security and economic stability cannot be imagined without effective cross-sectoral cooperation.

The study was based on an analysis of policy materials, interviews with government, military, industrial and scientific experts, and two civil-military case studies illustrating the protection of critical infrastructures. The research concludes that the foundations for cooperation are in place, but deeper integration of systems and institutionalized knowledge sharing are needed. The biggest challenges include the fragmentation of the legal environment, the lack of trust between sectors, scarce human resources and the lack of unified incident management protocols.

The study proposes a structured, multi-stakeholder collaborative model to strengthen national cyber resilience.

The project will also publish a separate comparative study on the connections revealed in the case studies of Hungary and three other countries. All these steps provide solid background material for one of the most important objectives of the COcyber project, the definition of regulatory proposals for decision-makers in the European Union.
